First: The entity responsible for organization:
The festival is arranged by the Dhai Foundation for Arts and Media, a civil society institution with a keen focus on festivals, visual arts, and media. The Foundation places great importance on electronic media and the rapid dissemination of information. As a result, the Foundation has taken an interest in organizing a film festival exclusively for very short films, despite the challenges of presentation and the requirement for exceptional skill and creativity from the filmmakers.
Second: Regulation of guidelines and terms
Upon submission of your film, you are consenting to abide by the following guidelines and terms:
- First Item: the duration of the film
The official competition is categorized into two sections, the first being for films with a duration of up to five minutes.
The second section is for films with a duration of up to ten minutes. Films that exceed the ten-minute limit will not be accepted.
– The festival will also showcase a selection of feature films with unspecified durations, to be screened alongside the official competition.
- Second Item: film quality
– Meeting image quality and clarity standards are essential, and anything less than HD will not be considered.
– Ensuring adherence to basic standards and requirements for sound quality.
– In special, agreed-upon cases, a DCP copy of your film may be requested.
– Films showcased at the festival are categorized as:
Fiction, documentary, animation, and musical
– In adherence to human rights principles outlined in the Universal Declaration of Human Rights – Paris, December 1, 1948 AD, the festival will not consider films that disrespect customs, religions, or laws, as well as those promoting racism or extremism.
- Fourth Item: Languages and translation
The festival is open to all languages spoken worldwide. For non-Arabic films, the festival will handle the translation and on-screen writing in Arabic.
- Fifth Item: Intellectual Property Rights
– In order to submit your film, it is imperative that you possess complete intellectual property rights.
– The festival holds no liability for any infringement of intellectual property rights by filmmakers.
– The Dhi Foundation reserves the right to utilize segments of your film (for publicity, festival promotion, or posters) for promotional purposes.
– Filmmakers are accountable for any legal issues related to copyright, trademarks, credits, and publicity.
– The festival administration retains the authority to decline any film that does not meet the eligibility criteria or contains inappropriate content.

- Sixth Item: Festival Date and Location
– The festival takes place in Ain Sokhna, Suez Governorate.
– Festivities kick off on October 13, 2024, marking the official commencement.
– The festival wraps up on October 17, 2024, with the awarding of winning filmmakers.
– The organizing body reserves the right to change or delay the festival date without explanation.
- Seventh Item: Selection Committee
- The selection committee holds the exclusive authority to choose films for the two competitions, with no films being selected without their decision.
- The festival selection committee operates independently in making their choices, and they do not offer any explanations or feedback on their selections.
